Sales tax link to property tax relief questioned

A county's decision to enact a local sales tax is usually preceded by controversy and predicated on promises of substantial property tax relief.

A new analysis by the tax watchdog group Wisconsin Taxpayers Alliance shows in many cases the promises may not have been kept -- or at least not in the way most taxpayers expect.
