150-bed prison facilities to open by early 2004

Sturtevant -- Construction has begun on a $15.5 million probation- and-parole building and workhouse near the Racine Correctional Institution.

Sam Calvin, project manager with the state Department of Administration, said the project, originally scheduled to open in June, was delayed because of various state budget issues.
