We Energies has a plan to turn on lights, if it gets OK

The 1990s debate in Wisconsin over whether to deregulate energy or continue our traditional model of regulated utility monopolies is over. At least, for now.

Forget the independent power producers. The collapse of Enron, the Houston energy trader that was in the vanguard of deregulation, coupled with the woes of Calpine, PG&E and Dynergy, have spooked investors. So the money isn't there for independents to build new generating capacity in the state.
