Downtown church that caters to homeless declared a nuisance

In what is apparently the first action of its kind in Milwaukee, the police department has declared a downtown church a public nuisance, which means the church will have to begin paying up to $275 each time police are called to the property.

Police took the action because St. James Episcopal Church allows the homeless to sit outside the church during the day and sleep on its front lawn overnight.
