Humane society, city in scrape over cats

Group's catch-and-release effort may violate ordinance

An animal advocacy group is at odds with the city on how to control the estimated 200,000 stray, abandoned and feral cats roaming Milwaukee County.

To combat the problem of cats on the streets, the Wisconsin Humane Society in Milwaukee launched the Community Care-Giver Program a year ago. About 120 cats have been trapped, sterilized and returned to the spots where they were found, said Barry Ashenfelter, the society's community relations director.
