Racine -- In the 11 years since being merged into one city enterprise, Festival Hall and Memorial Hall have run a deficit of nearly $6 million and cost property taxpayers almost $4 million, documents show.

From small meetings to signature events such as Harbor Fest and Salmon-A-Rama, the two halls host 400,000 people at more than 400 gatherings each year.
