Earlier this year, Congress rejected a ban on the use for human consumption of any animal parts from a "downer" animal -- that is, an animal unable to walk when it reaches the slaughterhouse. Given Tuesday's announcement that mad cow disease has been found in a downer cow in the state of Washington, Congress might want to reconsider.
