Arbitration overhaul proposal excludes Milwaukee police

Madison -- Republican legislators Tuesday offered sweeping changes to the state's binding arbitration laws for all public employee unions -- except Milwaukee police officers.

That exception brought immediate and stinging criticism from opponents, who linked the move to campaign donations from the Milwaukee's police union to GOP officials.
