Storm water utility could provide small tax break

Cost would shift to user-fee system

Racine -- The city might give residential property owners a small tax break as it creates a storm water utility, a relatively new, user- fee-based government funding mechanism.

Dual pressures on local governments -- to limit property tax increases while meeting new state clean water mandates -- will mean more storm water utilities, said Racine Commissioner of Public Works Richard Jones, who is asking the city to create one.

"It's going to provide us a means of raising funds that we can rely on," he said.
