Madison -- Concerned that economic policy will trump moral concerns in the state's push to stay at the forefront of stem-cell research, opponents of research using human embryos are lining up to fight the use of public money to fund such exploration.

Details of Democratic Gov. Jim Doyle's $750 million plan for a biotechnology research institute on the University of Wisconsin- Madison campus won't emerge until he submits his budget to the Legislature in January.
