Article: Mother charged in boy's cold water death

Racine A Racine mother was charged Wednesday with second-degree homicide after police said she kept her 6-year-old boy under a cold water tap as a form of punishment.

A preliminary hearing for Frances M. Jones, 43, has been set for April 15. She was being held in the Racine County Jail in lieu of $25,000 bond.

According to a criminal complaint:

When Racine police arrived at a home in the 2700 block of Jacato Drive on March 24, they found a child dressed in pajamas and not breathing. He was taken to a local hospital, where efforts to revive him failed. The boy's name was not listed in the complaint.
