Baton Rouge Louisiana's capital city has long cast a wary eye on
New Orleans, its larger sister city an hour's drive south on I-10.
The Big Easy's persistent aura of decadence and corruption, Baton
Rouge decided decades ago, was something best kept at arm's length.
Until Hurricane Katrina struck, it was like Milwaukee and Chicago
with swamps. But now that there isn't a habitable New Orleans, many
displaced Louisianans have turned up on the doorsteps of friends,
churches and government-run shelters in Baton Rouge. With scant
preparation, it has become the state's largest city, and the old,
distant relationship has disappeared.
