Article: VETO AUTHORITY; Governors shouldn't legislate

The state Senate recently approved a proposal for a constitutional amendment that would trim one of the more creative methods Gov. Jim Doyle has employed to veto budget items.

It deserves to pass in the Assembly as well. And after it's passed twice by the full Legislature in consecutive sessions, voters should approve the measure when it appears on the ballot.

Simply, voters did not elect the governor to legislate. For better or worse, it's why we have a state Legislature. The governor, in his budget vetoes, has deleted words to create new sentences that, in essence, create spending.
