Article: WASHINGTON NOTEBOOK; State among biggest losers in per-capita federal spending

Washington Hot off the presses is an annual report on how states fared in capturing federal dollars. The Census Bureau report covers the year ending Sept. 30, 2004.

Wisconsin historically has ranked low and the latest figures do nothing to refute the distinction. In per-capita federal spending, only two states ranked below Wisconsin, which tied with Utah for 47th place.

When spending was broken down by category, Wisconsin was in 35th place in "other direct payments," which takes in items from Medicare to housing assistance to claims paid for crop losses.

It was ranked 38th in grants, 40th in retirement and disability payments, and 42nd in procurement contracts.
