The number of students enrolled in special education programs is increasing nationally and locally a trend educators say is placing a greater financial burden on school districts already strapped for money.

A recently released report on special education by the U.S. Department of Education found that in the 1993-'94 school year, there were 5.3 million students enrolled in special education programs, an increase of 4.2% from the year before.
