The number of students enrolled in special education programs is
increasing nationally and locally a trend educators say is placing
a greater financial burden on school districts already strapped for
money.
A recently released report on special education by the U.S.
Department of Education found that in the 1993-'94 school year,
there were 5.3 million students enrolled in special education
programs, an increase of 4.2% from the year before.
In Wisconsin, the number of students in special education classes
in the 1994-'95 school year was 102,268, up from 99,414 the previous
