Article: Clinton may impose more sanctions on Cuba Security Council asked to investigate downing of two civilian aircraft

President Clinton is expected to announce stronger sanctions against Cuba in retaliation for the Castro government's weekend missile attack on two civilian aircraft piloted by a Miami exile group.

As hopes dwindled that four missing airmen from the anti-Castro organization would be found alive in the Florida Straits, Secretary of State Warren Christopher condemned Saturday's attack as "a violation of the norms of civilized behavior."

The United States asked the United Nations Security Council on Sunday to order an investigation into the attack and to condemn the incident as an unlawful use of force.
