This Saint Patrick's Day is different from Saint Patrick's Days
past because it is possible to look at the situation in Northern
Ireland with guarded hope.
The killings have not stopped entirely, and murderous groups
are still ready to thwart even the possibility of agreement. But the
movement toward a settlement is as close to inexorable as it has
ever been. When British Prime Minister Tony Blair spoke of the
parties being "agonizingly close" to agreement last week, he was not
mouthing a political bromide. He was telling the truth.
