Imagine 10 people rowing a boat down the Milwaukee River, each one
working a single oar. Nine are pulling their oars at a rate of 20
times a minute. One well-intentioned, well-trained, well-built
oarsman is hitting the water about 40 times a minute.
While his pace may be impressive, it doesn't make the boat go any
