A 16-year-old straight-A student who was rejected by Badger Girls
State because she is not a U.S. citizen has been awarded a full
scholarship to attend a prestigious international studies camp at the

Journal Sentinel.

telephone interview Tuesday. "She seems like a very bright young

to contribute."
