Milwaukee County officials broke "numerous state laws" when they ordered the emergency removal of a 41/2-year-old girl from her foster home, and they should be the focus of a John Doe investigation, according to a letter sent by a state senator to the county's chief judge.

A circuit judge will decide whether the John Doe investigation requested by Sen. Alberta Darling (R-River Hills) is warranted, Chief Judge Patrick Sheedy said Wednesday.
