Talks between the Milwaukee Metropolitan Sewerage District and the city are at a standstill, and both sides have doubts the city will strike a deal independently of the suburban coalition locked in a legal battle with the district.

Symbolizing the state of negotiations was a split vote last week by the Common Council on a resolution reaffirming New Berlin's status as the major financial backer of the Fair Liquidation of Waste, or FLOW, coalition.
