In 1990, as evidence grew that America's insatiable fat tooth was
causing chronic health problems, the federal government issued a
challenge to the food industry: Double the number of low-fat products
on the market, to at least 5,000, by the year 2000.
The industry with millions of dollars, calories and
cellulite-laden thighs at stake rose handily to the challenge.
More than 1,000 lower-fat and fat-free products have been introduced
each year since 1990.
The result: Americans have made modest strides in cutting fat as a
percentage of the calories they take in, "not because of people
changing but because of what the food industry was doing," said Ernst
