The Social Development Commission began distributing 110 air conditioners intended for the needy on Wednesday as state and county officials heatedly blamed the agency for a bureaucratic bungle in unnecessarily delaying the giveaways.

The county Department on Aging, meanwhile, was swamped with phone calls from hundreds of elderly people in need of air conditioners in the current hot spell, including some emergency cases, an official said.

The calls came after SDC announced Tuesday it would not distribute the warehoused units until the county gave SDC written authorization and unless someone declared a "heat emergency."

As it turned out, SDC didn't need either.
