A consultant accused of "dumbing down" examinations for police recruits in attempts to increase minority hiring is the U.S. Justice Department's choice for revamping similar tests in Milwaukee.

But the City of Milwaukee and federal officials are engaged in a tug of war over the hiring of David Jones of Aon Consulting in Detroit.

The city attorney's office said in a written statement issued Thursday that the city has "serious concerns" about Jones.
