Article: Let New Hope have a fair shot

An ironic and surely unintended consequence of federal welfare "reform" may be the eradication of the New Hope Project, that promising Milwaukee experiment in lifting people from poverty to self-sufficiency through work. The state must not let that come to pass.

Instead of giving states money to assist poor families on the basis of need, Congress now give states fixed sums. The federal money that would have been earmarked for New Hope is now, in effect, lumped into the sum that goes to Wisconsin. The state should make things right by passing on that money to the pilot project.

Yes, the state is now instituting its own job-oriented welfare replacement called Wisconsin Works. But that's all ...
