President Clinton turned his campaign to foreign policy Tuesday,
offering a broad defense of his handling of global affairs and making
a specific pledge that NATO will accept its first former Warsaw Pact
nations into membership by 1999.
Administration officials had made clear before that NATO would
expand its ranks in the coming years, but Clinton has never before
set a deadline for beginning the process. Republican nominee Bob
Dole has called for the administration to start one year sooner,
expanding the alliance by 1998, and Tuesday he accused Clinton of
"foot dragging."
