President Clinton intensified his anti-tobacco rhetoric
yesterday, accusing cigarette companies of deceptive tactics and
warning congressional Republicans against "half measures" that fall
short of the comprehensive youth smoking legislation he wants.
Clinton's noon appearance in the Rose Garden, 10 hours after
his return from a summit in Chile, opened what administration
officials said will be a week of intensive White House activity
designed to build support on Capitol Hill -- as well as give
lawmakers a preview of the public attacks they could face if they
side with the tobacco industry in an election year.
"In the days to come, the tobacco industry will doubtless
raise objection ...
