To be a citizen of the United States and a resident of the District is to know what it is like to clap with one hand, politically speaking. Unique on the U.S. mainland, the city has no vote in Congress and seems unlikely to get one soon, say frustrated advocates of change.

Yet after years of protests that went nowhere and legal battles that ended in disarray, the D.C. government's top lawyer is set to launch a novel voting rights challenge this week, arguing that denying District residents representation in the Senate and House of Representatives violates the equal protection guarantees of the U.S. Constitution.
