Public health and politics make for poor companions. Yet City of
Milwaukee officials, including some short-sighted aldermen and the
mayor, are letting political considerations distort discussion of
city funding for a program that has slowed the spread of AIDS.
Like similar programs around the country, the needle exchange
operated here by theAIDS Resource Center of Wisconsin encourages
injectable drug users who account for about 25% of new AIDS
infections to trade in their contaminated needles for clean ones.
This not only reduces the incidence of AIDS among IV drug users, by
reducing needle-sharing, but also protects their sex partners,
