Article: Historic District at Issue in Mayoral Race

Haymarket's two mayoral candidates say they butt heads on at least one issue: the town's designation as a historic district.

Mayor John R. "Jack" Kapp, who has been in office for eight years, says the designation protects the city's Colonial ambiance. His challenger, Nancy L. Bailey, a homemaker and former Town Council member, says it's a nuisance to homeowners.

Since the council approved an ordinance in 1994, any external alternations to houses must be approved by the town's Architectural Review Board.
