Haymarket's two mayoral candidates say they butt heads on at
least one issue: the town's designation as a historic district.
Mayor John R. "Jack" Kapp, who has been in office for eight
years, says the designation protects the city's Colonial ambiance.
His challenger, Nancy L. Bailey, a homemaker and former Town Council
member, says it's a nuisance to homeowners.
Since the council approved an ordinance in 1994, any external
alternations to houses must be approved by the town's Architectural
Review Board. Kapp says the board has helped preserve the character
of the 200-year-old town. The board forced builders of Haymarket's
