Article: State auditors find shortcomings in prison rehabilitation programs After millions spent on treatments, results unclear, inmate needs still unmet

Wisconsin's prison system is spending millions of dollars on treatment for sex offenders, alcoholics, drug abusers and on other rehabilitation programs, but less than half of inmate needs are being met and there is no evaluation of program effectiveness, a state audit released Tuesday says.

State auditors estimated that in fiscal year 1995-'96, the state spent $16.2 million on non-work-related rehabilitation programs, including basic education classes, treatment for drug and alcohol abuse, treatment for sex offenders and programs to help inmates manage aggression.
