A White House aide's handwritten notes and a White House database
were the focus of a House committee hearing Thursday in which
Republicans accused the Clinton administration of obstructing
justice and possibly misusing the database for political ends.
Cheryl D. Mills, deputy counsel to the president, acknowledged
that she and then-White House counsel Jack Quinn decided to withhold
the notes when a congressional committee first requested them 15
months ago.
Mills said she and Quinn "made the determination that the document
was not responsive to materials requested."
The notes were turned over last week in response to another
request.
