Julie Stripling describes herself as a "covered-wagon kind of girl" when it comes to packing for a flight.

"I try to cram everything I own into these two little bags because I hate letting my stuff get out of my sight," she said.

She was frustrated last week when she was told by an American Airlines gate agent that she would have to check one of her bags before boarding a flight to Los Angeles. As part of a new carry-on bag policy begun last month, flight attendants and gate agents had allowed some passengers to bring more than two bags on the flight.
