Poor relatives seeking cash benefits to care for a family member's
child may end up on a waiting list in Milwaukee County because of
underestimated demand for this type of assistance, state officials
said Tuesday.
Before the state's takeover of the county's child welfare system
Jan. 1, state officials projected a need to subsidize care for 4,000
children placed with relatives under the new Kinship Care Program.
Kinship Care is part of Wisconsin Works (W-2), the state's
work-based welfare reform, which will replace Aid to Families With
Dependent Children statewide by March 31. Under AFDC, low-income
relatives who looked after a family member's child were entitled to
