Article: Glendening Replaces Campaign Manager; Some Supporters Criticized Effort's Focus

Maryland Gov. Parris N. Glendening replaced his campaign manager yesterday amid complaints that the campaign was paying insufficient attention to core Democratic groups such as trial lawyers, African Americans, environmentalists and labor unions.

Tim Phillips, hired 10 months ago to manage Glendening's reelection bid this fall, will became a "strategic adviser" with little presence in the campaign headquarters, officials said. Karen White, executive director of the Idaho State Democratic Party, will replace Phillips as manager.
