Tony Phillips, who pleaded guilty to a cocaine possession charge last year and couldn't hook on with a team during the off-season, agreed Wednesday to a minor-league contract with the Toronto Blue Jays. He will report to Class AAA Syracuse. The Anaheim Angels tried to suspend Phillips last year, but the penalty was overturned by baseball's arbitration panel. He became a free agent on Dec. 20 when the Angels failed to offer him a 1998 contract. "Given that we've haven't been able to make a deal to add offense, this is a good gamble," Toronto general manager Gord Ash said.
