Opposition is mounting to a hastily drafted development moratorium, approved by a Racine County panel last week, that critics say was poorly devised and may have been enacted in violation of open meeting laws.

The ban on large developments in Caledonia and Mount Pleasant, adopted Monday by the County Board's Planning and Development Committee,is aimed at halting subdivisions and other developments that don't have municipal water and sewer service.
