They didn't have to, and maybe a few wanted a longer lunch hour,
but state employees -- with and without big job titles -- lined up
for two hours last week to shake the hand of someone who spent almost
13 years in power in the shadow of Gov. Tommy G. Thompson.
As secretary of the state Department of Administration, and chief
state tax collector before that, Mark Bugher's reach extended
throughout state government and, thus, the state. He could have made
all their lives miserable, but this day he was instead being hailed
for fairness and integrity.
The outpouring surprised the career public servant who dived into
politics so early he never got that bachelor's degree in political
