Article: Brookfield balks at tab for flood control Aldermen say most work would help only Elm Grove

Although Brookfield and Elm Grove have worked together for a year on ways to reduce flooding along Underwood Creek, a rift has developed over who would pay for what in a proposed flood abatement plan that would cost millions.

The plan, prepared by the Southeastern Wisconsin Regional Planning Commission, suggests that "reasonable" cost sharing for the plan -- which carries a price tag of between $24 million and $31.4 million -- would be 40% from Brookfield and 60% from Elm Grove.

It states that while 70% of the water runoff into the creek comes from Brookfield, Elm Grove -- which is downstream from Brookfield -- would receive 93% of the flood-damage reduction benefits from the plan. ...
