Article: Start-up takes aim at Ameritech, Time Warner Digital Access looks to provide high-speed Web, cable services to city

A suburban Philadelphia investment group is targeting four cities - - including Milwaukee -- for a start-up venture that would provide telephone, high-speed Internet and cable services -- perhaps by the end of the year.

Digital Access Inc. wants to build its own fiber-optic cable system in the metropolitan area and, in so doing, challenge traditional providers such as Ameritech and Time Warner on their home turf.

Venture capitalist Paul S. Bachow, chairman of Digital Access, said his company plans to spend $1.3 billion to build high-speed networks to serve cities over the next 12 to 18 months that have not yet been targeted by a second cable provider.
