Washington -- President Clinton proposed a $31 billion plan Thursday to make college education more affordable and upbraided Senate Majority Leader Trent Lott for suggesting that no major legislation would be enacted this election year.

The centerpiece of the proposal was a $10,000 tax deduction to help millions of Americans pay for tuition, books and university fees.
