Two months ago, while attending the economic summit of
industrial nations in Birmingham, England, President Clinton signed
Executive Order 13083 on federalism. After setting forth nine
conditions for when federal intervention and preemption is
justified, it required every executive agency to "have an effective
process to permit elected officials and other representatives of
state and local governments to provide meaningful and timely input
in the development of regulatory policies that have federalism
implications."
