Waukesha -- After a judge denied a state request to commit him as a sexual predator, a twice-convicted sexual offender will be released this week in Waukesha, prompting an outcry from some of his soon-to- be neighbors.

Waukesha police Monday distributed about 2,000 letters to residents in the area around the 300 block of
