Wisconsin's system unlike California's

Wisconsin utility regulators say California's approach to
deregulation is the driving force behind blackouts that hit the state
Wednesday.
While pockets of Wisconsin have run precariously short of power in
recent summers, a spokeswoman for the state Public Service
Commission, Annemarie Newman, said the state has both ample power
supplies today and a regulatory system that would not cause
