No California Democratic gubernatorial candidate stands to gain or
lose as much from balancing homeland security and civil liberties
than Attorney General Bill Lockyer, two state electoral experts say.
"As attorney general, he is the state's chief law enforcement
officer, it's his job to maintain order ... but his job is to protect
civil liberties, too," said San Jose State University political
science Professor Larry Gerston. "So, more than any other guy
running, he'll be the one whose interpretation of the Patriot Act and
other acts of Congress ... will be one people react to."
