Article: Officials Back Regional Primary Plan; Election Rotation Endorsed for Presidential Selection Process

The nation's voters would choose presidential candidates through a system of rotating regional primaries under a plan endorsed by elections officials trying to bring order to the states' scramble for advantage in the primary schedule.

If implemented, the regional primary plan would change sharply the presidential selection process by the 2004 elections by requiring that states in assigned regions schedule primaries according to a national plan.
