The nation's voters would choose presidential candidates
through a system of rotating regional primaries under a plan
endorsed by elections officials trying to bring order to the states'
scramble for advantage in the primary schedule.
If implemented, the regional primary plan would change sharply
the presidential selection process by the 2004 elections by
requiring that states in assigned regions schedule primaries
according to a national plan.
"A lot of the devil is in the details," said William G. Mayer,
a political scientist from Northeastern University who briefed
secretaries of state meeting here yesterday on the history of the
