Article: Regulators to get tough on utilities

WASHINGTON -- The top federal energy regulator said Wednesday that even without congressional backing he plans to force electric utilities to meet delivery standards in hopes of preventing a repeat of last summer's devastating blackout.

Pat Wood, chairman of the Federal Energy Regulatory Commission, said the agency could act even if Congress fails to pass an energy bill that includes mandatory reliability standards and penalties for violators.
