Two well-known faces in the Loudoun County courts are throwing
their hats in the ring for the Republican nomination for clerk of
Circuit Court.
Judy Smith Waddell, clerk of General District Court, and Gary
Clemens, a legal services specialist for the commonwealth's
attorney's office, both announced Friday that they will seek the GOP
nomination.
Circuit Court Clerk J. Richard Kirk, 58, a Democrat who ran
unopposed in 1991, said he will announce in February whether he will
seek reelection.
The Circuit Court clerk's duties include maintaining criminal
and civil records, running the jury management office, issuing
marriage licenses, processing passports and maintaining the law
