Article: County set to enact foster parents' bill of rights

REDWOOD CITY -- Foster parents in San Mateo County will be given unprecedented access to information about their young wards under a powerful foster parent bill of rights being considered by the Board of Supervisors.

Inspired by the murder of an infant under county care, the document spells out foster parent rights -- from receiving advance notice of meetings and court hearings to getting the child's family and medical history.

The new rules will be considered Sept. 13.

Children and Family Services would be required to inform foster parents within 24 hours of any decisions made by it or the courts about the children they care for. The document also establishes the right of foster parents ...
