BRISBANE -- No fewer than 10 candidates are in the running for
City Council in the small city of Brisbane this year. Three four-
year seats and one two-year seat are open.
Incumbents Michael Barnes and Sepi Richardson, the current mayor,
are running again, and Steve Waldo is running unopposed for a
recently vacated two-year seat.
Those who are elected will have a chance to oversee major changes
in Brisbane. Four years from now, the city likely will be on its way
to becoming one of the busiest in San Mateo County as its 600-acre
Baylands property is converted into a large upscale shopping zone
minutes from San Francisco, along with housing and office space. The
